Zelensky Calls for Long-Term US Security Guarantees to Support Investors
Speaking to reporters at the Munich Security Conference, Zelenskyy noted that Washington has so far offered guarantees for 15 years, but Ukraine is seeking a significantly longer period.
“Today we have a proposal from the American side for 15 years; we want to have 20 years plus, 30–50. It depends on what the administration and Congress decide,” he said.
He emphasized that shorter guarantees of five to ten years would not be sufficient to reassure investors, who require durable and long-lasting security commitments. Zelenskyy also expressed hope that the ongoing war could conclude within the year, while indicating that Moscow may be altering its diplomatic approach.
“Russia is changing the head of the negotiation group to Medinsky. It seems they want to postpone decision-making,” Zelenskyy said, adding that Vladimir Putin is focused on capturing the entire Donbas region to present a symbolic victory to the Russian public.
On the issue of prisoners of war, Zelenskyy highlighted the possibility of an “all-for-all” exchange if Moscow consents. He said that Russia is holding roughly 7,000 Ukrainian soldiers, while Ukraine has detained more than 4,000 Russian troops.
Reiterating Kyiv’s firm stance on territorial integrity, Zelenskyy addressed the ongoing military situation in eastern Ukraine: “We will never withdraw troops,” he declared, signaling Ukraine’s unwavering commitment to defending its territory.
